conditions we should deal with the question as an exceptional case. As such I am of the opinion that the increase asked for should be approved on the understanding that it is a special case and not to be regarded as a precedent. Further that the increase must be regarded as "temporary" and subject to review in, say, twelve months or earlier if local conditions become more settled.

There is yet another point which in my view should be observed, viz: the additional posts should be filled by Officers with a background of practical Police experience more or less in keeping with the usual standard required for the rank in question. I realize that the fulfilment of these conditions may and probably will increase the difficulties in finding the requisite number of Officers, but effort should be made to do so. In considering Officers to fill the vacancies it is essential that the legitimate claims of any local Officers should be taken into account with those of others drawn from different sources.
